So convinced were citizens in the centuries XIII and XIV that what it aff ected them all had to be solved by all that, despite the adverse political circumstances imposed by the oligarchies, they persisted in creating an institution, the Ombudsman, to whom they considered the voice of the community. It existed until the end of the 19th century and still survives, with several modifi cations resulting from the evolution of countries such as Colombia or Peru, or as a community defender in the Canary Islands.
